The Green Party reports that in many counties elections officials are deliberately violating the law, pre-selecting precincts instead of following the legally mandated "random" selection rule, illegally refusing to do full hand recounts when initial hand and machine tallies do not match, and other illegal practices. In Cuyahoga County the elections officials' pre-selection deliberately eliminated the precincts which had reported the most problems on Election Day.
